In re G Paul Howes (D.C. Cir. 10–BG–938)

The D.C. Court of Appeals, Blackburne–Rigsby, J., held that disbarment was appropriate disciplinary sanction for AUSA's misconduct in intentionally distributing more than $42,000 worth of witness vouchers in several felony prosecutions to individuals who were ineligible to receive them, and in intentionally failing to disclose the voucher payments to the courts and opposing counsel, resulting in substantial reduction of sentences for at least nine convicted felons.
