Be it resolved, NACDL adopts the newly revised 2003 ABA model standards for representation in capital cases, “ABA Guidelines for the Appointment and Performance of Defense Counsel in Death Penalty Cases,” and deems them as necessary standards to ensure minimally adequate representation in capital cases.
