New York is substantially behind other states in allowing incarcerated people to earn time off their sentences through good behavior, completion of programming, or otherwise demonstrating rehabilitation. Strengthening and expanding New York’s “good time” and “merit time” laws, including by allowing all individuals to earn credits regardless of conviction, will encourage personal transformation and enhance public safety.
