Carmen Roe graduated with a bachelor’s degree in History/Pre-Law from the University of Houston and received her Juris Doctorate from St. Mary’s University School of Law. Ms. Roe established her own law firm in Downtown Houston, where she specializes in criminal defense, criminal appeals, and post-conviction writs, in both state and federal court.

Ms. Roe is Board Certified in Criminal Appeals by the Texas Board of Legal Specialization. She serves as a Board of Director for the State Bar of Texas, District 4, Place 5, Texas Criminal Defense Lawyers Association (TCDLA) and National Association of Criminal Defense Lawyers (NACDL). Ms. Roe is a past president of the Harris County Criminal Lawyers Association (HCCLA), the largest local criminal defense bar in the country. She was named a 2014, 2015, 2016 Texas Super Lawyer Rising Star, and a 2016- 2021 Texas Super Lawyer and for Best Lawyers in America 2021 and 2022. In 2015, Ms. Roe was selected as a Texas Bar Fellow. In her spare time, Ms. Roe serves as a legal analyst (the only female analyst in the market) for KHOU in Houston Texas and is a frequent guest on CourtTV.

    Nation’s Defense Bar Reiterates Opposition to Actions Against Law Firms – Washington, DC (March 18, 2025)

    The National Association of Criminal Defense Lawyers (NACDL) remains deeply concerned over recent executive orders targeting law firms, most recently Paul Weiss and Perkins Coie, and repeats its call to uphold the right to counsel and the independence of the legal profession. Despite a ruling blocking the action against Perkins Coie, the administration has continued to target law firms representing disfavored clients and positions, threatening the right to a zealous defense.
